Goal

Ahead of a high-stakes election, political media agency Arena needed to scale local CTV campaigns without over-saturating target households. Arena required a cross-platform measurement solution to balance impression frequency, maximize unique voter reach, and eliminate ad waste.

Strategy

Arena leveraged Innovid’s Harmony Exposures to establish unified, household-level frequency measurement across Yahoo and StackAdapt, providing a holistic cross-platform view of viewer exposure. Across a six-week, three-phase campaign, Arena optimized targeting by establishing baseline exposure, suppressing over-saturated households exceeding 18 impressions, and applying bid multipliers to reach under-exposed voters with fewer than 3 impressions.

Outcome

With a cross-platform view of frequency, Arena increased unique reach while shifting more impressions into its desired frequency range. The campaign reduced overexposure, increased delivery to underexposed audiences, and made each impression work harder during a critical campaign window.
